Temporary Work (International Relations) Visa Subclass 403

Overview

This is a temporary visa that allows visa applicants to work in specific circumstances that improve Australia’s international relations. There are five different visa streams, which are the Government Agreement Stream, Foreign Government Agency Stream, Domestic Worker (Diplomatic or Consular) Stream, Privileges and Immunities Stream and Pacific Australia Labour Mobility Stream. 

Basic Eligibility Requirements

1. Government Agreement Stream

  • You must provide a letter of support stating that you are engaged under a bilateral agreement between Australia, or an Australian state or territory government, and another country.
  • Your stay must have the support of both signatories of the bilateral agreement you are in Australia to work under.
  • You must comply with licensing or registration requirements as part of your employment
  • You must have the financial capacity to support yourself and any dependent family members who come with you.
  • You must have a genuine intention to stay in Australia temporarily.
  • You must have adequate health insurance.
  • You must meet the health and character requirements.
  • You can be in or outside Australia when you apply for the visa.

2. Foreign Government Agency Stream

  • You must have a letter of support from the foreign government agency, ministry, mission or international organisation.
  • You must be supported by an Australian school if you will be teaching a foreign language.
  • You must have the financial capacity to support yourself and any dependent family members who come with you.
  • You must have a genuine intention to stay in Australia temporarily.
  • You must have adequate health insurance.
  • You must meet the health and character requirements.
  • You can be in or outside Australia when you apply for the visa.

3. Domestic Worker (Diplomatic or Consular) Stream

  • You must be aged 18 years or older.
  • You must have a letter of support from the Australian Government Department of Foreign Affairs and Trade (DFAT).
  • You must have an interview with the Department of Home Affairs.
  • You must have an employment contract that meets Australian workplace laws and practices.
  • You must intend to work as a full-time domestic worker in the Australian household a person who holds a Diplomatic visa (subclass 995).
  • You must have a genuine intention to stay in Australia temporarily.
  • You must have adequate health insurance.
  • You must meet the health and character requirements.
  • You can be in or outside Australia when you apply for the visa.

4. Privileges and Immunities Stream

  • You must get a letter of support from DFAT recommending that you should be granted this visa.
  • You must have, or expect to have, the privileges and immunities listed under the International Organisations (Privileges and Immunities) Act 1963 or the Overseas Missions (Privileges and Immunities) Act 1995.
  • You must do the work or activity specified in your visa application.
  • You must have the financial capacity to support yourself and any dependent family members who come with you.
  • You must have a genuine intention to stay in Australia temporarily.
  • You must have adequate health insurance.
  • You must meet the health and character requirements.
  • You can be in or outside Australia when you apply for the visa.

5. Pacific Australia Labour Mobility Stream

  • You must be aged 21 years or older.
  • You must be a citizen and resident of a specified Pacific Island country.
  • You must be supported by DFAT to participate in the Pacific Australia Labour Mobility (PALM) scheme.
  • You must have an approved sponsor.
  • You must have a genuine intention to stay in Australia temporarily.
  • You must have adequate health insurance.
  • You must meet the health and character requirements.
  • You can be in or outside Australia when you apply for the visa.
